Issues
- getObservation has an optional parameter
time which we are not using. We will go ahead an use it, so we will not be serving getLatest any more.
- Capabilities document should be real time
- Re registering the URL in the catalog updates the old information
- New identifiers are OK. MMI will continue the work on creating the URN scheme. urn.mmi.org can be confusing with another organization.
- SOS services should a handle POST request which submit an XML
